#ATIKU2027 campaign organization has alleged big cracks in the APC, quoting a steamy exchange in the Nigerian Senate in which Senator Mohammed Tahir Monguno, (APC Borno North) Tuesday accused the federal government of failure to implement the 2025 budget this late into the 2026 fiscal year. The Senator said the development is a constitutional breach capable of getting President Bola Ahmed Tinubu impeached. Monguno made the declaration yesterday in an exchange with Taiwo Oyedele, Minister of Finance and Coordinating Minister of the Economy when the latter appeared before the upper chamber. The Senator pointed out that the failure of the Executive to execute the 2025 spending plan compelled the National Assembly to roll over 70 percent of the 2025 budget into 2026 contrary to an agreement by the law makers that at least 30 percent would be spent before March this year. In his words, "If the budget 2025 budget has not been implemented and we had to roll over 70 percent of it to 2026, and noting that we agreed that at least 30 percent will be implemented before March; now, up to March, even 30 percent was not implemented and the national assembly had to extend the lifespan of the budget to September to allow government to implement just 30 percent component of the budget." The Senator pointed out that the development has adverse effects on the function of the government to the Nigerian people. "It is through the implementation of the budget that dividends of democracy are brought to the doorsteps of the people. If the budget is not being implemented, what is the function of government?" he asked. Reminding the Finance minister of the basic responsibility of the Federal Government to the people, Monguno said, "For example, security of lives and property of the people is the primacy of governance. All the Security Agencies that we have interacted with are reporting to us that they have received zero allocation in terms of their capital," he said. According to #ATIKU2027 campaign organization, "If that statement is true, it means that while revenues are rising, the agencies expected to protect Nigerians are getting nothing for equipment, infrastructure and operations, despite the worsening insecurity reported daily." Senator Monguno questioned how the revenue from Crude Oil sale is managed by the President Tinubu administration, pointing to Federation Account receipts for last month. He said, "About N3.7 trillion was received last month, and only N2 trillion was disbursed to the three tiers of government. About N1.7 trillion was retained. Why? Why is it that N1.7 trillion was retained? Why not disburse all the N3.7 trillion to the three tiers of government as the constitution requires?" he queried the thoroughly harrassed minister."Where are these monies going to? Why is the budget not being implemented? This is a breach of the Law and it is an impeachable offence," he asserted.
